The Forum on the National Action Plan on Sustainable Use of Plant Protection Products (Forum NAP) is a panel of all interested parties within the plant protection sector. Its main task is to review the progress of the NAP and to draw up proposals for its further development. 

Working groups have been formed by the Forum to address specific issues in the field of plant protection. There are currently three standing working groups. They deal with the topics of “Environmental Risk Reduction,” “Integrated Pest Management,” and “Forestry.” In addition, temporary working groups may be established.

The conclusions of the working groups are presented to the Forum for further discussion. When indicated, the Forum gives recommendations to the federal government.

Furthermore the Federal Ministry of Agriculture, Food and Regional Identity (BMLEH) appointed a Scientific Advisory Board for the National Action Plan. Its role is to advise the federal government from a scientific perspective.

In addition to the Forum and its working groups, the NAP Expert Group on Home gardens and allotments contributes to the National Action Plan. The expert group emerged from the “Kassel Roundtable” in 2021, which developed a national IPM guideline for home gardens and allotments. Its members are associations active in recreational gardening, professional associations, industrial associations, as well as authorities on federal and Länder level. The expert group focuses on how the National Action Plan can support sustainable plant protection in home and community gardens.
