Measures of the European Union

The following key measures of the European Union for a sustainable use of plant protection products are specified in the Directive 2009/128/EC:

  • the strengthening of expertise of users, consultants and distributors of plant protection products (Article 5 and Annex 1);
  • obligation to provide information upon the sale and distribution of plant protection products (Article 6);
  • a general information and awareness-raising (Article 7) as well as the usage-related briefing of the public (Article 10);
  • the introduction of mandatory requirements for controlling the plant protection technique in use (Article 8 and annex 2); regarding new equipment the directive 2006/42/EC on machinery for handling and application of pesticides of November 25, 2009, contains amendments; further information on implementation of Article 8 in Germany
  • a strict limitation of the application of plant protection products by aircraft (Article 9);
  • the introduction of specific measures for the protection of the aquatic environment and of drinking water (Article 11);
  • the introduction of restrictions of the application of plant protection products on non-farmland areas (Article 12);
  • the secure handling and storing as well as disposal of plant protection products and their packaging (Article 13);
  • the mandatory introduction of the general principles of integrated pest management as of January 1, 2014 (Article 14 and annex 3); further information on implementation of Article 14 in Germany
  • the establishment of EU-wide harmonized indicators for the assessment of risks and trends in the usage of plant protection products and for the measurement of the progress of the implementation of the NAP’s (Article 15, Annex 4).
